Motorcycle Permit (in CA)?

Ok, I've done a little research & just to be sure... once you have your M1 motorcycle PERMIT, not license, (in California) you can just flat out ride, right? Nobody has to be with you or anything? Thx in advance. Any additional information that you think will help is appreciated.
