Questions about Army Rangers?

If I understand correctly, completeing Ranger School and getting your tab means you are Ranger qualified, not a Ranger? But if you make it through Ranger School and are sent to the 75th, then you are a Ranger? How do they decide who goes to the 75th and who does not? IF I were to make it through Ranger School as a 14T, how could I fill a combat role?
