Legally, does the party issuing something to another, gain any authority over the one who received?
What are the legal ramifications and associations created by accepting something issued to you? Is it legally the same as merely providing without issuing as in a gift? Or does the act generate, transfer or otherwise create a situation where one party, the issuing one, has authority over the one who received? The army issues uniforms and ID and orders. Police get issued ID and uniforms and orders. Does accepting something 'issued' mean you are under the authority of the issuing party, once you accept that issuance? Thank you.
