How many times can you renew a motorcycle permit in WA state?

I was told only twice in your life... which means, when I had one two years ago hoping to buy a bike and it didn't work out, now that I actually OWN one, I can only get a permit this ONE time... if I don't pass the test, then I'm screwed and can never get one again??? Doesn't seem right... anyone know the right answer? Thanks!
