Trying to enlist with tattoos?

I would like to enlist for the Army but I have a question about a tattoo. I did some research and read that tattoos are OK in certain places as long as they are not vulgar or inappropriate. The tattoo that I'm worried about is a Mexican style day of the dead skull on my forearm. It's not too big, and only takes up about a 1/4 of my arm. Is this tattoo considered inappropriate?
