N.C. Motorcycle Laws: What does the law state stipulating children riding as passengers on motorcycles?

In North Carolina, it used to be that children could ride as passengers if their feet could comfortably touch the passenger foot pegs. It's been a while since I learned that one so don't know if it has changed since, and now that I have a new bike....I need to know. Thanks!
