If a 17 yr old has amotorcycle license can they ride some one?

My friend has his motorcycle license (full not permit) and he is 17. I came curently trying to get mine but while im waiting i want him to come pick me up on his bike. I don't want to ask him if he will untill i kno if he can legaly. I dont want to look stupid.
